Medway Council plans to deliver 24,540 new homes by 2041 – equivalent to 1,636 properties each year – under its Local Plan, which has been submitted to the Secretary of State for independent examination. Critics highlight the lack of coordinated bus networks and priority measures, warning the strategy risks isolating areas without strong rail connections. Consultation feedback from areas like Hoo calls for integrated transport strategies rather than site-specific planning.
Supporters counter that Medway cannot sustain growth while maintaining heavy car dependency, citing congestion, air quality concerns and carbon emission targets.

The Local Plan has already passed through public consultation and has been formally submitted to the Secretary of State for independent examination. An inspector will now assess whether the plan is sound and legally compliant before it can be adopted.
