Around 31 opposition councillors departed Kent County Council’s chamber in protest as Reform UK pressed ahead with a controversial motion declaring an illegal migration emergency.
Drama Unfolds at County Hall
Chaos erupted at Kent County Council on Thursday as opposition councillors staged a coordinated walkout over Reform UK’s motion declaring an “illegal migration emergency” in the county.
Liberal Democrat councillor Antony Hook led the dramatic departure. Conservatives, Labour, Green Party, Restore Britain, and Better Way Of group members followed suit.
The exodus left Reform UK’s 45 councillors alone in the chamber. They passed the motion without debate or opposition voices present.
What the Motion Claimed
Reform councillors David Wimble and Jeremy Eustace tabled the Declaration of an Illegal Migration Emergency in Kent. Wimble serves as Cabinet Member for Economic Development.
The motion described Kent as the “frontier” for small boat arrivals. It claimed residents were bearing financial consequences affecting culture, community cohesion and crime levels.
Most controversially, the motion alleged infectious diseases were increasing potentially due to migrants – despite no supporting evidence. This came during a deadly meningitis outbreak in Canterbury.
The motion called on the council leader to demand government action to stop crossings “immediately” and fully fund associated costs.
Why Opposition Walked Out
Opposition parties cited purdah rule breaches. The Cliftonville ward by-election is scheduled for 9 April 2026, triggered after a Reform councillor’s conviction for coercive and controlling behaviour.
During pre-election periods, councils should avoid political activities that might influence voting. Yet Reform had publicised the motion through major media campaigns before formal discussion.
Labour councillor Alister Brady condemned the process before his party’s departure. He stated the motion breached pre-election rules and criticised withheld independent legal advice.
Democratic services manager Joel Cook initially advised deferring all motions following Electoral Commission guidance. But the monitoring officer ultimately allowed it to proceed.
The Reality Check
Kent County Council has no statutory powers over immigration policy. The motion is purely symbolic with no legal weight or enforcement capability.
All immigration decisions – including small boat arrivals and asylum processing – remain Home Office responsibilities.
Reform won control in May 2025 with 57 of 81 seats. But defections to Restore Britain have reduced their strength to around 47 councillors.
Brady announced opposition parties would report the matter to the Electoral Commission and Local Government Ombudsman over procedural irregularities and potential election law breaches.
Key Takeaways
- Opposition councillors staged a mass walkout after Reform UK moved a motion declaring an illegal migration emergency, leaving only Reform’s 45 members to pass it without debate
- Opposition parties cited concerns about purdah rule breaches ahead of the Cliftonville by-election and criticised unfounded infectious disease claims during Canterbury’s meningitis outbreak
- The motion carries no legal weight as Kent County Council has no powers over immigration policy, which remains a central government responsibility
What This Means for Kent Residents
Thursday’s scenes highlighted deep divisions within Kent County Council and raised questions about governance during contentious debates. Even as immigration concerns affect many Kent residents, chiefly in coastal areas experiencing small boat arrivals, the decision to press ahead during a pre-election period has drawn widespread criticism. Residents should note that despite the dramatic walkout, immigration policy decisions remain firmly with Westminster, not County Hall.
